The City Council approved a nonprofessional services agreement with BrightView Landscape Services, Inc. for a four-year term with a not-to-exceed amount of $2,332,174 to provide landscape maintenance across city parks, medians, community facilities district (CFD) and landscape maintenance district (LMD) areas and Hillside Memorial Park.
Facilities and Community Services Director Crocker said the city issued a request for proposals and received 13 submissions; BrightView was selected as the most qualified proposer and staff negotiated pricing consistent with market comparisons. The agreement consolidates multiple previously separate contracts into a single contract for efficiency, with an approximate 1% increase in overall cost compared with the prior aggregate agreements, and adds services including fertilization, aeration and pest control. BrightView provides quality-control deliverables (before-and-after photos) as part of the contract, and staff will oversee performance through Parks Division and management staff.
Councilmembers asked about vendor capacity and oversight; staff said BrightView is large and based in Riverside and that contract administration and quality assurance will be performed by city staff. The council approved the agreement unanimously.
The contract will be funded from the Facilities and Community Services budget, assessment revenue from CFDs and LMDs, and the cemetery fund where applicable.
