Southampton County School Board elects leadership, adds standing work sessions and sets member pay

At its July 14 organizational meeting the Southampton County School Board re-elected Dr. Gaffney as chair, chose Horace Lane as vice chair, confirmed clerk and deputy clerk, approved a regular meeting schedule and a series of standing work sessions, and set annual board member stipends and mileage rates.
Dr. Gaffney was nominated and confirmed as chair and Horace Lane was elected vice chair at the Southampton County School Board—s July 14 organizational meeting.
The board also confirmed Miss Artis to continue as board clerk and Dr. Shannon to continue as deputy clerk, voted to keep regular meetings at 7 p.m. on the second Monday of each month in the Southampton High School commons, and approved adding standing work sessions at 6 p.m. in alternating months (September, November, January, March, May and July). The vice chair received five votes to four for an alternate candidate, according to the roll-call during the meeting.
The organizational votes also included a set of routine authorizations: giving the vice chair authority to act in the chair—s absence; allowing the deputy clerk to act in place of the clerk; designating Dr. Michelle Blunt to attend meetings and report to the Virginia Department of Education in the superintendent—s absence; and authorizing the chair and superintendent to sign payrolls for school board employees.
The board set member pay at $5,000 per year, with the chair to receive an additional $300 per year, and established mileage reimbursement at 32.5 cents per mile. Those compensation and authorization motions passed by voice vote.

Members who spoke during the organizational actions included Dr. Gaffney, Horace Lane, Mr. Rogers, Miss Artis and Dr. Shannon. Dr. Gaffney, following the vote, said he would "pledge to do everything I can to make our meetings run smoothly," reflecting customary remarks after election to a leadership post.
The board moved immediately from the organizational items into the regular monthly meeting once those motions were completed.
