Councilwoman Janesco and others said they were concerned about committing ARPA money without having received the most recent ARPA status report; Janesco asked whether the award was the best use of limited ARPA dollars. The administration responded that the $200,000 for the project had been included in prior budget approvals and that work and re-bidding reduced the original estimate. The mayor said the project responds to neighborhood requests: a prior court had been removed and residents asked for a basketball amenity in that large park area.
The administration said the original bids were significantly higher than budget; officials worked with the apparent contractor to value-engineer the project and bring it within budget. Council also heard remarks that ARPA funds must be spent within program and reporting timelines; a resident urged the council to move funds out the door to meet federal spending windows.
After debate, council approved the contract on roll call. Councilmembers who expressed hesitation nevertheless voted to proceed so the project can move forward.
