Council pushes for clarity on York 2044 comprehensive plan; mayor says administration is assessing federal funding implications

Council members used the July 15 meeting to press the administration for an update on the York 2044 comprehensive plan after the plan was removed from council agendas in March and April for administrative edits.

Council members said they had received little communication from the mayor’s office since the plan was pulled from council consideration and requested a clear timetable. The majority of council said the plan is central to long-term land use, grant applications and infrastructure decisions.

Mayor Helfrich provided a lengthy explanation of the administration’s approach. He said the mayor’s office removed the plan from the council agenda in March and April to incorporate public-hearing comments and to revise wording after changes in federal policy guidance. The mayor said certain language in the consultant’s draft could now trigger additional federal scrutiny when the city applies for grants; he described a review process to replace or re‑word terms that may affect federal funding eligibility.

The mayor said he had asked city staff to make those edits and later began making changes himself because the edits had not been completed. He said the city also awaited clearer guidance from federal offices on how recent federal budget and policy choices will be interpreted, and that he planned to return to council with options once staff had a workable understanding of the federal budget’s likely effects.

Council members said the administration’s responsibility is to keep council informed and to present a revised plan for council review. Several councilmembers said they wanted council and future administrations to have input on the plan’s final language because the plan will guide policy beyond the current mayoral term.

The mayor said he would provide further assessments and return to council with recommendations once more analysis of federal policy impacts was available.
