Quincy license board approves multiple one-day liquor permits, a new cafeteria license and a restaurant ownership transfer

Alex Graven, representing Heritage Sports Ventures, asked the board to approve two one-day liquor licenses for concerts at Veterans Memorial Stadium, 850 Hancock Street, on Aug. 2 and Aug. 3 for performances by John Fogerty and Darius Rucker. "We will be running the bars very similar to the layout of our Free Jacks bars," Graven said, and added that canned alcoholic beverages would be sold generally while distilled spirits would be limited to a VIP structure built earlier in the year. The board approved the request.
David Debona, representing the HouseNET Community Council, described two fall fundraising events for which the council sought one-day liquor permits: Chowderfest (listed in the application as "CharterFest") at the Maritime Center on Bayview Avenue on Sept. 13 from 2 to 6 p.m., and Harvest Fest at Brillfield on Oct. 18 from 11 a.m. to 3 p.m. Debona said the events support programs for youth and older adults and help families in need. The board granted the permits.
Jay Southwood and Julie Pignano, representing Break Rock Brewing and the Quincy Chamber of Commerce respectively, asked for a one-day liquor license for the Taste of Quincy on Aug. 12 from 5:30 to 8 p.m. at the Best Western Adams Inn, 29 Hancock Street. Southwood said the event returned for a second year with more than 50 participating restaurants last year. The board approved the permit.
The board also approved a common victualler (cafeteria) license for Hero Hospitality Group doing business as Riverfront Cafe at 1 Enterprise Drive, with Hy Tran named as proposed manager. Tran said the operation will serve breakfast and lunch to building tenants and provide catering services to tenants of 1 Enterprise.
On a separate item, the board approved the transfer of an on-premises all-alcoholic beverages restaurant license from East Ocean Restaurant Inc. to GHW East LLC, doing business as East Ocean Restaurant, for the premises at 21A Billings Road. Attorney Kaiyang Wong testified that the buyer group includes three owners and that proposed manager Zenhao He has more than 10 years of restaurant experience; Wong said staff will check identification for anyone ordering alcohol. The board noted the application advertising was sent to the Quincy Sun on July 3.
The board also voted to accept the minutes of its June 24 hearing and adjourned its July 15 meeting. No public objections or contentious debate were recorded on the items heard.
