Council reviews code-enforcement activity; city attorney outlines monitoring plan for Cedar Avenue cleanup tied to criminal plea

City staff and the city attorney provided updates on code-enforcement work and on an unrelated court-ordered cleanup tied to Cedar Avenue property.
Rum River Consultants, the citys code-enforcement contractor, presented a status list showing active cases, closed cases and matters referred to the city attorney. Staff said no administrative citations have been issued to date; instead the city has issued warning letters and those letters appear to have prompted faster voluntary compliance in some instances.
City Attorney Joe updated the council on the Cedar Avenue property matter, which is the subject of a criminal plea agreement that includes an October 22 compliance deadline. The attorney said the city will schedule two or three inspections between now and Oct. 22 to build a record of progress or noncompliance. He noted the citys enforcement options are constrained until the plea date and said if the property owner denies access for inspection the city would discuss next steps with the judge who approved the plea.
Council members discussed fiscal prudence around inspection frequency and directed the administrator to balance establishing a formal compliance record with avoiding repeated, costly inspections if they offer little new information. Council members also said elected officials and staff can use informal drives-by to monitor visible progress but asked Rum River to perform at least one baseline inspection to create an official record.
The council did not vote on any enforcement actions at the meeting; staff said they will report back following baseline inspections and as the Oct. 22 date approaches.
