City manager introduces two executive hires; Rocky Mount Event Center earns national volleyball recognition

City Manager Elton Daniels used the council's community-update portion of the meeting to introduce two new executive staff and to highlight an award for the Rocky Mount Event Center.
Daniels introduced Coy Floyd as director of technology services and said Floyd "has more than 25 years of public sector information technology experience including the last 19 years as IT director for Franklin County, North Carolina" and noted prior work with the North Carolina Army National Guard. Daniels introduced Cheryl Spivey as the city's new finance director and said she is a certified public accountant with "over 30 years of public finance experience," including positions as chief financial officer for Norfolk Public Schools and the city of Fayetteville.
Daniels announced the Rocky Mount Event Center was named the third-best volleyball facility in the country by SportsEvents Magazine. He said the designation could help the city attract tournaments and generate economic impact, calling it "a tremendous achievement and clear testament of their hard work, dedication, and strategic vision." Daniels also listed two upcoming Imperial Center Lawn events: Lawn's Air Theater showing the original 1988 version of The Parent Trap on Friday, July 18 (movie begins at dusk) and Silk Groove Review performing at Downtown Live on Thursday, July 24 at 6 p.m.
Daniels thanked council members for supporting the event center and said both new executive staff "have hit the ground running." The announcements were made as part of the routine community-update agenda item; no formal actions were tied to the introductions or the recognition.
