City council authorized the city manager to enter a contract with HRH Engineering for a 2025 city street safety-markings project that will replace selected painted lines with reflective thermoplastic striping.
Jay Squires, the city’s public-works director, told council the work focuses on thermoplastic markings at pedestrian crossings and other safety locations, including areas near the rail trail and Pine Street School. Squires said the project received one responsive bid, from HRH Engineering of Boiling Springs. He told council the work is a specialized, small project and HRH was the only responsive bidder.
Squires said thermoplastic is more reflective than paint and the striping is intended to improve visibility during early morning hours and where pedestrian and trail traffic are concentrated. He noted the city typically replaces striping when resurfacing occurs but said these streets are in generally good condition and primarily need safety improvements rather than full resurfacing.
Squires said the project will be paid for with Spartanburg County Transportation Committee funds. A council member asked whether the city’s general fund would pay any portion; staff replied the safety-markings item is fully funded by the county transportation committee.
A motion to accept the staff recommendation and authorize the city manager to execute a contract with HRH Engineering carried; the transcript records the council’s vote as “Aye” with no opposing votes recorded.
The council’s discussion addressed the timing of resurfacing and coordination of striping where state Department of Transportation and city maintenance jurisdictions meet.
