Contractors working on Harris Street have completed utility conduit installation and have installed roughly 402 feet of 12‑inch sanitary sewer in the phase‑1 area, staff reported at the July 14 meeting of the City of Fulshear Development Corporation (EDC A). Staff said phase‑1 roadway paving is expected to begin within weeks, weather permitting, with substantial completion of the larger road project targeted in November 2025.
What staff told the board EDC staff described recent work: a 6‑inch conduit for communications on the east side of Harris Street has been installed and backfilled and a 4‑inch conduit for electrical on the west side is nearly complete. On the sanitary‑sewer side, staff reported 402 feet of 12‑inch sanitary sewer installed and backfilled in phase 1, completing the sanitary portion for that segment; subsequent sewer installation will proceed with phases 2 and 3 of the roadway work.
Staff also said crews located and removed an abandoned propane tank encountered during excavation; staff coordinated the removal in‑house with city personnel. The contractor’s current schedule estimates substantial completion of the contracted work in November 2025, though staff cautioned that weather and additional utility work (including isolating water lines) can affect timing.
Fourth Street / downtown drainage Staff reported that revised construction plans for the downtown east‑side drainage (Fourth Street) were reviewed by TxDOT and that staff has received a TxDOT connection permit. Procurement staff will proceed with a bid package in anticipation of that permit; staff said one remaining TxDOT permit remains outstanding but that a previously reported land‑access issue has been resolved.
Landscape and irrigation Board members asked whether tree irrigation is included; staff said irrigation was value‑engineered out of the current contract and is not included in the construction scope. Staff noted final landscaping and street‑furniture installation typically occur near final completion and could be subject to seasonal planting constraints.
Why it matters The Harris Street project is funded in part by EDC CIP allocations discussed in the FY‑26 budget packet; the road and sewer work will improve downtown circulation and sanitary service in the immediate area. The Fourth Street drainage project clearing permits and moving to bid advances downtown flood‑mitigation work identified in prior planning.
Remaining steps Staff will continue to coordinate water‑line isolations, schedule paving for phase‑1, advertise the Fourth Street bid package as permitted, and monitor weather to track the November substantial‑completion target.
