Shannon Clark (presenter) told legislators the updated plan would include standalone hazard chapters, local case studies and a second volume with visual documentation for human fatalities tied to hazard events. The presentation noted the plan is administered by FEMA and New York State and that updating the plan helps local jurisdictions apply for mitigation grants such as FEMA's Hazard Mitigation Assistance and Flood Mitigation Assistance programs.
Clark said updated planning documents can be used as match or as leverage for other state and federal grant programs, including funds available through New York State energy and climate agencies (NYSERDA, EEC) and noted the availability of large-scale funding streams for mitigation and resilience work. Examples of mitigation projects discussed included elevating roads and culverts, drainage improvements, acquisitions in flood-prone areas and riprap/retaining-wall installations.
Staff emphasized community engagement and cross-jurisdictional collaboration as part of plan development and said the plan will be structured to allow straightforward grant application development from locally prioritized projects.
No formal vote on the mitigation plan was recorded in the meeting segment; staff said informational materials were attached for review and that the county would continue outreach and plan finalization.
