Lewis County votes: incident response plan, mobile device plan, investment policy, health plan policy and multiple contracts approved
Summary
At several committee and legislative sessions June 17, Lewis County approved an incident response plan and mobile device use plan, amended its investment policy, adopted the health plan fund-balance policy, and approved a series of contracts and grants including demolition and EMS review work.
Multiple routine resolutions and contract awards were approved by the county during committee and legislative sessions on June 17.
Key approvals recorded during the meetings included: adopting the Lewis County incident response plan; adopting a mobile device use plan; adopting amended investment policy and guidelines; and adopting the health plan fund-balance policy (the latter passed with two legislators recorded as opposed during the roll call). These items were presented as draft resolutions and then carried by voice vote.
The Legislature also approved several contract awards and authorizations, including:
- Award and authorize contract with Elite Excavating and Demolition for demolition and removal of the building at 6314 West Main Street for a cost not to exceed $24,450 (staff said a typographical discrepancy in the draft would be corrected before final paperwork).
- Award and authorize agreement with Jeff Cost Carpentry for snow removal and maintenance at nine 911 tower sites for the 2025-26 season at a cost of $33,000 payable in four installments across the 2025-26 contract year.
- Award and authorize agreement with Rose Lawn Care LLC for snow removal and related services at a county facility for the 2025-26 season at a base cost of $5,000 plus per-hour equipment rates ($150/hour for payloader; $120/hour for dump truck) as described in the agenda.
- Authorize awarding a professional services agreement with CGR of Rochester to review county EMS ambulance services and evaluate alternative service models at a cost of $60,000; the contract includes a target delivery of a final report on or about Dec. 31, 2025. Meeting minutes state funding will come from a transfer from legislative special contingency into emergency management account lines.
- Authorize submission of the 2025-26 snowmobile trail grant and aid program application through the director of recreation, forestry and parks.
- Adopt introductory local law No. 6 of 2025 (amended local law regulating and permitting events on county roads, county property and on town roads where towns opt in) and set a public hearing; staff confirmed towns will need to opt in to the new law.
Other administrative actions recorded included a motion to create a cyber security committee and approval to close nonessential county offices on Wednesday, Aug. 6 from 2:00 p.m. to 4:30 p.m. for an employee appreciation event.
Most motions were carried by voice vote; where questions about numeric amounts or typographical discrepancies were raised on the record, staff said they would correct the final published versions.
