Council approves amended Plum recommendation for Meadowbrook Manor Borden care facility plan review

The Los Angeles City Council on March 1 approved the Planning and Land Use Management (PLUM) committee’s recommendation concerning Meadowbrook Manor, a Borden care (board and care) facility, with two amendments: retaining condition 13 and returning the project for plan review in two years rather than three.
Public speakers raised specific operational concerns. Melvin Weese told the council that the facility’s laundry exhaust venting to the roof was creating odors and lint in the neighborhood and said previous conditions adopted between 1992 and 1995 remain in effect and should be enforced. Residents also asked that deliveries by trucks be controlled—Weese asked that trucks delivering to Meadowbrook Manor be required to present valid weight tickets from an authorized public scale before deliveries are accepted. Marty Hunter thanked council staff and zoning administrators for diligence and said stakeholders had worked a long time toward resolution.
Council Member Bernsen moved approval of the PLUM report as amended (retain condition 13 and shorten plan review period to two years); the motion was seconded and the council adopted the amended committee report. Council members noted the matter had been before the council for several years and that the amendments aligned with community concerns about operations and permit compliance.
The roll was opened and the motion carried unanimously (13 ayes). Council staff said they would monitor compliance and return the project to the council for review in two years.
