The Planning and Zoning Commission voted to table consideration of a specific use permit for a Pit Stop convenience store and gas station planned at the intersection of Blue Waters Parkway and Union Chapel Road (Fulshear Junction). Staff and commissioners said the schematic plan submitted to the commission was incomplete and lacked required detail for a final recommendation.
Commissioners and staff identified several missing elements: a full, dimensioned site plan showing the 30‑foot buffer where retail abuts single‑family residential, the 25‑foot building setback, dumpster enclosure location, sidewalks and how a fuel delivery truck would maneuver on the lot. Staff said the building and site must meet Downtown District architectural standards and show the buffer planting and sidewalk locations clearly. Given those omissions, Commissioner Malbeau moved to postpone the item until a complete site plan and elevations are submitted; Commissioner Dowdall seconded and the motion carried.
Staff noted the applicant has been asked to rework the plan to move the building toward the corner to increase separation from nearby residential lots and to provide a full package for subsequent review. When a complete submittal is provided, the item will return to the commission and then proceed to City Council if recommended.
