Council rezones Hansen Place lot to R-2 to allow single rebuilt two-family home

The Kenner City Council on July 10 voted 5-0 to rezone 310 Hansen Place (Lot 28, Square 8, Hansen City Subdivision) from mixed use to R-2 two-family residential under Ordinance 13,846.
Planning Director Chris Sklinski told the council the request was made by the property owners (Preston Witherspoon, Carolyn Witherspoon and Cynthia Daniels) with applicant Natasha Wright. The rezoning is intended to allow the two adjacent parcels to be combined so a damaged single-family home that had been covered by a restoration program can be torn down and rebuilt. Sklinski said early neighborhood outreach was held April 8 and that, according to the applicant's report, no neighbors objected.
Councilwoman Dunn, who said she attended the neighborhood meeting, described the property as blighted following storm damage and supported the rezoning to permit reconstruction. The planning commission had recommended approval, and staff said the request is consistent with the city's future land-use designation for low-density residential.
Councilwoman Dunn moved to open the public hearing and later moved approval; Councilman Joey Lahat seconded both motions. The council approved the rezoning 5-0.
The rezoning directs the planning director to amend the official zoning map to reflect the R-2 designation for the affected parcel so that a combined lot can be created and a replacement dwelling constructed in conformance with R-2 standards.
