Planning commission approves home daycare permit for Little Kids Hearts at West Hemsworth Lane

Staff also told the commission that the state’s residential certificate for this regulatory level limits care to eight children and that the state no longer requires an outdoor fenced play area for providers at that certificate level, though the city code still requires fences where an outdoor play area is provided.
Applicant Rosiebel described the proposed program as a small, family-style childcare option. "We want to create, like, a family environment," Rosiebel said through her translator. "We want them to feel we are family. We're not, like, someone that takes care of their kids." She said the program will teach both English and Spanish and that drop-off will be largely from nearby homes.
Commissioner Clough moved to approve PLC-25-2029 with the conditions recommended by staff; Commissioner Park seconded the motion. The chair called the question and the motion passed unanimously.
The approved conditions, as stated in the staff presentation and motion, include: no more than eight children (the count would include any children who live at the residence), a vehicle-trip limit set at 16 per day, no business activity after 7 p.m., and staggered pick-up and drop-off to reduce traffic. The applicant confirmed off-street parking would be provided and said most traffic would be drop-off from neighborhood residents.
The commission opened and closed the public-comment portion of the hearing without speakers. The applicant was told she did not need to remain for the rest of the meeting if she preferred.
