Daggett County and UDOT review wetlands, cross-state asphalt sourcing and Green River bridge funding

County staff updated commissioners on a multi-agency trail and road project, describing a recent meeting with the Utah Department of Transportation (UDOT) about wetlands, potential mitigation, and funding oversight.
Staff said UDOT will take the project under its funding program because of available funding and that the county is working to avoid or minimize wetland mitigation if possible. The county referenced a March memo that staff believe may reduce the need for mitigation but said they are preparing mitigation plans in case mitigation becomes required.
On materials and procurement, staff reported they had received agreement that Wyoming-produced asphalt certified by Wyoming DOT (YDOT) would be acceptable for use on a federally funded Utah-side project, even though the material is not UDOT-certified; staff characterized the decision as consistent with federal funding requirements when a state certifies the material. Staff said they planned to issue specifications that would permit a Wyoming asphalt provider to bid on the work.
Staff also said they would seek bridge funding for a structure over the Green River by Derbys and that the county planned to review the bridge as a potential candidate for funding. Staff said they would put project specifications and a funding approach forward to project partners and expected additional work in the coming month to progress UDOT coordination.
