Wayne County staff presented Philip D. Whitfield as a candidate for division director of budgeting and planning in the Department of Management and Budget.
John Wallace’s communication introduced the item, and Greg McIntyre and James Tatum (management and budget staff) discussed the recruitment. Officials said the position had been open since July 2023 and that Whitfield brings more than 25 years of budget and finance experience, including municipal and nonprofit work. Tatum described Whitfield’s background in Detroit, in nonprofit finance, and as finance director for the City of Ferndale.
Whitfield told the committee he has led budgeting processes, revised finance policies and served as treasurer for the City of Ferndale. Staff stated the proposed annual salary is $165,000 and that the hire would assume executive benefit-plan participation.
Commissioners asked procedural questions about whether Whitfield currently holds elected office in Ferndale and whether he would remain with Ferndale; Whitfield said the Ferndale role is appointed and he would not remain there. Commissioners also asked staff to provide an organizational chart for the Department of Management and Budget at a future date.
