City manager report: tax deadlines, public works projects, summer events and senior center details

NORWICH, Conn. — City Manager John Salamone delivered the city manager’s report at the July 7 Norwich City Council meeting with administrative updates on taxes, public works, senior services and community events.
Tax collection: Salamone said first installments for real estate, personal property and motor vehicle taxes are currently due. Payments made or postmarked after Aug. 1, 2025, will be subject to statutory late fees. Taxpayers may submit payments online at norwichct.org, by mail, in person at City Hall, or at the two Norwich M&T Bank branches; cash or check accepted and an M&T account is not required. The city also encouraged paperless billing enrollment via invoicecloud.com/norwichctgov.
Public works and projects: The public works unit assisted in constructing a concrete base for the “Promise Day” sculpture in the Franklin Square roundabout; fleet maintenance transported the piece and streets and parks crews installed it. Salamone said the Goose Place drainage infrastructure improvement initiative is scheduled to begin the week of the meeting and will continue over the following weeks.
Human services and senior programming: July is the annual membership renewal period at the Rose City Senior Center; annual dues are $25 for Norwich residents and $40 for nonresidents. The adult and family services division continues to process renter rebate applications; assistance is available at City Hall.
Community events: The city’s summer concert series began July 9 with Rock the Docks at Brown Park and a Friday acoustic series on the Norwich Town Green began July 11; concerts are scheduled from 6 p.m. to 8 p.m. The Norwich Farmers Market runs Wednesdays at Brown Park from 10 a.m. to 2 p.m. beginning July 9 and continuing through Oct. 29.
Waterfront planning: A community workshop for the Norwich Waterfront Improvement Projects is scheduled for Friday, July 11, from 5:30 p.m. to 7:30 p.m. at the Marina at American Wharf. Residents were invited to provide input via the project survey at the Envision Norwich 360 portal through July 11.
Administrative note: The manager concluded the report and no additional questions were raised by council members during the meeting.
