Commission accepts Armstrong Telephone Company—s revised access service rates

The Public Service Commission accepted revised tariff pages from Armstrong Telephone Company to update intrastate originating and terminating switched access service rates to match the National Exchange Carrier Association (NECA) interstate tariff changes approved by the Federal Communications Commission.
Lily Tisca of commission staff told commissioners NECA submitted a revised average schedule formula that the FCC approved on May 16, 2025, and NECA filed revised tariff FCC No. 5 on June 16, 2025. Armstrong, a NECA member that participates in revenue pooling, revised its intrastate switched access rates to align with those changes. Staff said affected provisions included local switching, directory assistance surcharges, tandem switch termination and transport.
Staff noted the revised rates represent a decrease of roughly 18.36 to 18.66 percent compared to 2024 rates and recommended acceptance of the tariff pages with an effective date of July 1, 2025. Commissioners voted to accept the tariff revisions for filing with that effective date.
