The Grand Island City Council approved a two-year conditional use permit (CUP) on July 8 to allow a temporary concrete crushing operation at a Hall County parcel located near the Burlington Northern Santa Fe railroad tracks north of Bismarck Road.
Planning staff described the application as a temporary, two-year permit to operate a crushing facility that would accept concrete from local projects and crush it into aggregate for reuse. The applicant, Mid Nebraska Land Developers, represented by Lloyd Gunderson, was present and available to answer council questions.
Staff recommended conditions similar to those used for a prior, nearby temporary site, with one additional condition for this smaller parcel: the operator must keep Bismarck Road free and clear and may not allow truck queues to stack onto the roadway. The operator also must maintain the private road that provides access to properties north of the tracks.
Council member Nickerson asked whether the crushed material would be used for a local project; staff and Director Keith Kurtz said the material from South Locust project demolition would be recycled and returned to the same project as aggregate and fill.
Council member Lanfear moved to approve agenda item 2025-221; Council member O'Neil seconded the motion. The council adopted the motion.
Conditions included a two-year time limit, maintenance of private access, and a requirement that the operator not allow material-haul vehicles to queue onto Bismarck Road.
