The Public Service Commission approved an application from AstraZeneca Pharmaceuticals LP to construct a small emergency generating station comprised of two ultra-low sulfur diesel generators, each rated at 2.5 megawatts, for on-site emergency use only.
Charles Herbert of commission staff said AstraZeneca—s application met the exemption requirements under PUA section 7-207.1: the facility is under 25 megawatts in capacity and the company expects at least 10% of output to be consumed on-site. The staff also noted AstraZeneca provided a letter from Potomac Electric Power Company (Pepco) exempting the facility from an interconnection agreement because the generators will not be connected to Pepco—s distribution grid.
Denise Alston, identified as director of environmental health and safety for AstraZeneca, appeared for the company and confirmed the company had notified local officials and legislators of its intent to construct the generators but had received no substantive responses.
Staff recommended approval, with a reminder that AstraZeneca must obtain any required local permits and comply with zoning and environmental regulations. Commissioners voted to approve the application.
