At Monday's Zoning, Neighborhoods & Development meeting the committee recommended adoption of several land-disposition resolutions authorizing the sale of city-owned tax-deed parcels in multiple aldermanic districts. The committee heard short presentations from Department of City Development (DCD) staff and the proposed buyers.
Sales recommended by the committee included: - 1100 W. North Ave., 15th Aldermanic District: DCD recommended sale to Coastal Precise Logistics Corporation (buyer identified in committee as Tashana Windham Prescott) for a neighborhood bakery and dessert bar; building reportedly dates to 1900 and DCD advised the buyer will renovate. The committee recommended adoption without objection. - 1901 W. Galena St., 15th Aldermanic District: Proposed sale to Scott and Julissa Sapolsky for approximately $5,000 with a planned $134,000-plus renovation to convert the building into three residential units and a commercial leasing office at the front. Committee recommended adoption. - Vacant lot at 3631-33 W. Lisbon Ave., 15th Aldermanic District: DCD recommended sale to Emmett Hawkins, who owns the adjoining property and will use the 4,000-square-foot lot as community green space; committee recommended adoption. - 627 S. 6th St. (southern half of a vacant lot), 12th Aldermanic District: Proposed conveyance to Jesus Camacho to consolidate green space with an existing commercial parcel; committee recommended adoption and clarified deed combination and recording fees were buyer responsibilities. - 620 7th S. 6th St. (northern half), 12th Aldermanic District: Related file (paired sale) moved forward despite the buyer representation' DCD reported the other interested party had a scheduling conflict but DCD recommended moving both files together; committee recommended adoption. - 1901 S. 26th St. (multi-story commercial building), 8th Aldermanic District: Recommended sale to Isaiah Bartolome for $60,000 for a family-owned barbershop with upper-level living units and a $157,000 estimated renovation.
Why it matters: The city frequently sells tax-foreclosed properties back into private hands to return vacant buildings and lots to productive use. Committee members praised several of the proposed buyers for local ties and planned neighborhood investments; they also asked DCD staff about interior conditions, zoning and future monitoring.
Public and committee questions touched on building condition, proposed uses, historical occupancy, price-setting criteria and whether buyers would provide owner-occupied or rental housing. DCD confirmed conveyance documents will record deed combinations where needed and that buyers bear recording fees and costs. Each sale was recommended to full council with DCD conditions described in the land disposition reports.
