At the start of the July 9 meeting a resident, Johnny Maciel of Strathmore, told the Tulare County Planning Commission that a neighboring air-conditioning business at 23641 Avenue 196 was operating beyond approved hours, obstructing and gating a frontage road and harassing his family.
Maciel described repeated confrontations, alleged workers "corralled" his mother and family members, and said he had provided body‑worn camera footage to county staff and the sheriff’s office. He told the commission the dispute led to criminal charges against the business’s workers on June 11 for battery, and that the neighbor claims parts of the frontage road are private.
The chair said the commission could not discuss non-agenda matters in the meeting’s public comment period and moved to forward Maciel’s remarks to county staff for follow-up. The chair recorded: "We do absolutely want to forward this to staff to review, and they will be getting back to you as soon as they could. They have to give us a report." The commission confirmed staff familiarity with the property and said the matter may include code‑enforcement and special‑use permit compliance issues.
Staff later noted they had "many interactions with Mr. Maciel" and would provide a report back to the commission and may place an item on a future agenda. No formal action (permit modification or code enforcement order) was taken at the hearing; the commission referred the complaint to staff for investigation and potential follow-up.
