The Tulare County Planning Commission on July 9 approved multiple land-use actions by unanimous votes, applying categorical CEQA exemptions where staff recommended them.
Parcel map approvals - Tentative Parcel Map PPM24-035: categorical exemption under CEQA (Title 14 §15315 / §15315 class 15) to divide a roughly 2.9-acre lot into two parcels (parcel sizes described in staff report). Motion passed 7-0. - Tentative Parcel Map PPM25-055: categorical exemption under CEQA (Title 14 §15315) to divide an approximate 11,252-square-foot parcel into two lots in an R2 zone. Motion passed 7-0.
Special use permits and variance - Special Use Permit PSP25019 (6817 Avenue 424): approved conditionally to allow an agricultural services establishment (truck and trailer storage) in an AE-20 zone. Staff noted the application responded to code compliance and included conditions for onsite surfacing to control dust. Motion passed 7-0. - Special Use Permit PSP25-027 (4128 Avenue 56, near Alpaugh): approved to allow a third residence (mobile home) on a 4.55-acre parcel to house an elderly family member; staff and commissioners discussed whether the unit would be an ADU and whether rent might be permitted in the future. Motion passed 7-0. - Zone Variance PZV25-020 and Tentative Parcel Map PPM25-012: variance granted for parcels less than the AE zone minimum acreage and tentative map conditionally approved; two required motions were made and passed 7-0.
