The Fort Smith Board of Directors approved a resolution authorizing partial payment to Forsgren Incorporated for construction work on sanitary sewer remedial measures in subbasin S007 (project number 17‑12‑C1), a consent decree project. The measure passed on roll call with 7 in favor and 0 opposed.
Deputy Director of Utilities Jimmy Johnson told the board the project was originally awarded on Nov. 19, 2024, with a contract amount of $8,231,278. The board previously approved one change order of $235,067.75 and extended the construction time by 60 days. Johnson described the work as including about 12,476 linear feet of pipe rehabilitation using methods such as cured‑in‑place lining (CIP), pipe bursting and direct replacement, 73 clean‑outs, 27 manholes (including new manholes), lining for 38 manholes and 17 new rings and lids; the project also addresses two recurring sanitary sewer overflows.
Director Martin asked whether the project is on schedule; Johnson said Forsgren is “a little bit behind” but has hired subcontractors and “feels like they're going to complete on time.” The resolution authorizes the partial payment to the contractor; no citizens had signed up to comment on the item at the meeting.
The board recorded approval by roll call. The resolution covers payment for completed work under the consent‑decree contract; the board did not revise contract scope during the vote.
