McMinnville board approves tourism service agreement payment and denies Belmont Drive rezoning on second reading

At its regular meeting, the McMinnville Board of Mayor and Aldermen approved a resolution to accept a service-agreement invoice for Zardeco for $54,000 for the tourism and marketing department and adopted an ordinance denying a rezoning request for property on Belmont Drive from I-1 (light industrial) to R-3 (high-density residential) on second reading.

City staff explained the $54,000 invoice covers tourism data services; the matter required full-board action because the portion exceeding $20,000 spans multiple fiscal years. Staff said $27,000 is in one fiscal year and a portion ($5,225 or similar) would be reimbursed by the state; the net tourism fund investment was described in the meeting as about $21,750 in each of two years, for a two-year total discussed during the meeting. Council members asked clarifying questions about vendors; one councilor asked whether the vendors included Zartico and Placer AI in the mix of data providers. The board approved the resolution on a roll-call vote.

On ordinances, the board considered Ordinance 2025-14, denying the rezoning application for a parcel on Belmont Drive from I-1 to R-3. Staff explained the item required a second reading at the full board because the planning commission had forwarded its recommendation and the board’s first reading was recorded as a denial; board members clarified the procedure and then voted to adopt the denying ordinance on second reading.

During the meeting the mayor and aldermen also recognized public safety and emergency-response personnel for their response to multiple fires earlier in the day, and staff reported departmental updates including a new replacement fire truck arriving soon and various upcoming cultural events at the Park Theater and Riverfront Park.
