Council approves MCDC purchase of about 16.5 acres at 3080 Shady Grove Road for $1.157 million

The City Council approved a resolution authorizing the Midlothian Community Development Corporation (MCDC) to expend up to $1,157,000 to purchase approximately 16.5 acres commonly identified as 3080 Shady Grove Road (the site of Rigsby Garden Center).
Melissa, representing the MCDC, told the council the board visited the property and recommended the purchase because it supports the parks master plan and includes a commercially valuable corner that the corporation could later resell to recoup costs. "The board did go and view this property separately...and the board did approve this expenditure and wanted to move forward," she said.
Council members questioned the parks board involvement. As Parks Board liaison Alan said, board members had called with concerns about not having been given formal input before the MCDC board approved the expenditure. Staff and the MCDC chair (Jan Davis was present) clarified that the MCDC is not required to donate a portion for parks and that any future dedication of land as parkland would follow a separate process involving the Parks Board.
Council approved the MCDC expenditure resolution by unanimous vote (5-0). Council members emphasized that if the property is later dedicated for park use, the Parks Board would be involved in planning and acceptance of that parkland.
