At its July meeting the McMinnville City Council adopted multiple administrative resolutions and personnel decisions. The items were procedural or managerial in nature and each passed unanimously (5–0).
Key actions adopted by the council:
- Resolution 2025‑36 (surplus personal property limits): The council adopted dollar thresholds and approval authorities for declaring city personal property surplus and for disposition. The resolution establishes department‑head authority (threshold specified in staff materials), city manager authority and council‑level limits; City Attorney David Lightberg and Finance Director Katie Henry explained that proceeds from any sale will return to the originating fund, subject to grant restrictions and depreciation accounting. Motion recorded as moved by Councilor Chenoweth and seconded by Councilor Tukulski; vote 5–0.
- Resolution 2025‑37 (amend employment agreement; separation terms): The council approved an amendment to City Manager Jeff Towery’s employment agreement to finalize separation terms, following Towery’s earlier notice of resignation. The amendment implements the separation date and payment terms discussed in staff materials. Motion moved and seconded (mover and seconder recorded in the minutes); vote 5–0.
- Resolution 2025‑39 (short‑term acting/interim city manager): With an anticipated gap between the city manager’s departure and the start of a longer‑term interim manager, the council appointed an internal, short‑term acting official to steward city functions beginning July 17 until an interim manager is appointed. The council named Human Resources Director Vicki Hedges as the short‑term acting city manager with IT Director Scott Burke designated as backup; the council noted that directors Scott Burke, Vicki Hedges and Public Works Director Jeff Hunsicker had indicated willingness to serve if requested. Motion to adopt the resolution included a named selection for Hedges with Burke as backup; vote 5–0.
- Resolution 2025‑38 (Recology CPI rate adjustment): The council adopted a 2.1% CPI adjustment to solid waste and recycling service rates under the city’s franchise agreement with Recology of Western Oregon. Motion by Councilor Cunningham, second by Councilor Peralta; vote 5–0. Staff estimated the increase at about $0.67 a month for a typical weekly curbside garbage customer; Recology provided an operational briefing to council prior to the vote.
The council made several minor corrections to staff reports during discussion (scribal or typographical errors in draft documents were noted and corrected before adoption). No ordinances changing municipal code were adopted at the meeting; the votes implemented administrative and contract terms.
