EDA highlights workforce and university partnerships; BioBridge grant to map biotech pipeline

Albemarle County economic development staff and EDA members discussed workforce retention and training as central to the draft strategy’s success, highlighting partnerships with local higher-education institutions and a regional BioBridge grant to map biotech workforce gaps.

Emily told members that UVA and Piedmont Virginia Community College (PVCC) are anchors for talent and that the consultants and stakeholders repeatedly identified talent retention as critical. The consultant analysis shows a large 18–24 population and a large 55-and-over cohort, with an underrepresented 25–54 working-age cohort; staff said increasing “stickiness” for graduates and mid-career professionals is a priority.

Staff described the BioBridge grant and related kickoff meetings intended to map K–12, technical, community college and university pipelines into biotech jobs and identify gaps the county could help fill. EDA members asked whether local academic programs already offer cybersecurity or biotechnology courses tied to the recommended clusters; staff said biotech pathways exist and that cybersecurity-related programming is emerging but would require further coordination with institutions.

The plan includes workforce and entrepreneurship goals—aligning training with target clusters, scaling small businesses, and creating clearer “front door” navigation for entrepreneurs so organizations referring businesses to one another can warm-hand clients to the right services. Staff also noted housing and childcare are significant workforce challenges and said the county’s Office of Housing and other partners will be necessary implementation collaborators.
