Council introduces housekeeping ordinance updating city staff citation authority to include new positions and encampment enforcement

The Millbrae City Council on July 8 introduced and waived the first reading of an ordinance amending section 1.05.020 of the Millbrae Municipal Code to update which employee positions are authorized to issue enforcement citations.
Community Development Director Andy Mogensen characterized the change as a “housekeeping” update that aligns the code’s enforcement-authority list with positions and ordinances the council previously approved. Mogensen said the amendments add a Park Services Assistant position and include positions that were previously omitted, such as the city engineer and deputy fire marshal; the update also identifies the recently adopted encampment ordinance among the code sections certain staff may enforce. Mogensen said the proposed changes “reflect prior approvals. They do not amend any existing regulations.”
Councilmember Rinaldi moved the item and Vice Mayor Holiver seconded. The ordinance was approved on a 5–0 vote to introduce and waive the first reading.
The item was presented as procedural; there was no substantive change to enforcement policy as part of this action, and no immediate operational changes were announced at the meeting.
