Schlegel said the package combines redundant conditions, incorporates mitigation and minimization measures from the general plan EIR, clarifies drainage and public‑works expectations, and splits and tightens language on cultural and tribal cultural resources consistent with the Public Resources Code. He said staff consulted with local developers and consultants and revised several conditions based on that feedback.
