Magistrate grants Walter Dykes extension to clean Yulee property; $50/day fine scheduled if not compliant by Sept. 8

Nassau County Code Enforcement Special Magistrate Harrison Poole on July 8, 2025 found the property owned by Walter Leo Dykes at 75734 Johnson Lake Road in Yulee to be in violation of county nuisance ordinances, ordered compliance by Sept. 8, 2025, and set a fine-assessment hearing for Sept. 9, 2025. Poole said a $50-per-day fine will be imposed beginning Sept. 9 if the property is not in compliance.
Officer Travis Taylor, who investigated the complaint, said the county received an initial complaint on Nov. 22, 2024 for trash, litter and debris and observed violations of Chapter 18'' section provisions for general nuisances and unserviceable vehicles during an inspection the same day. Taylor said the county issued a courtesy letter on Nov. 27, 2024 and a notice of violation on Dec. 13, 2024 after a Dec. 11 reinspection. Taylor told the magistrate a reinspection on May 22, 2025 showed the property remained in violation but that "significant progress has been made" since he could speak with the owner and coordinated help.
Dykes, who appeared at the hearing and identified himself, described recent health and family hardships, including a stroke and related hospitalizations that limited his ability to maintain the property. He said family members and others are assisting with cleanup and that a large dumpster was scheduled to be delivered. "I will be in compliance before September," Dykes said.
The magistrate noted the county's recommendation for an extension to Sept. 8, 2025 and ordered the property be brought into compliance by that date; if the property is not compliant a daily fine of $50 will be assessed starting Sept. 9, and a fine-assessment hearing will occur on Sept. 9. Poole told Dykes any efforts toward compliance should be documented and presented at the hearing if the deadline is missed.
The county's records, photographs and mailing/posting affidavits were submitted into the record without objection. A written order consistent with the magistrate's ruling will be issued.
