The council approved the consent agenda by motion; no member requested items be pulled for separate discussion.
Replat withdrawal (08/2001): An applicant for a replat of two residential lots filed under agenda item 08/2001 asked to withdraw the application. The council opened and closed the public hearing for the item and accepted the withdrawal; no action on the replat was required.
Chemical feed pumps (8.3): The council authorized a contract with Newman Regency Group for the purchase of chemical feed pumps for the Cleburne Water Treatment Plant for an amount not to exceed $89,000 and rejected proposals received under RFP 25-11. Staff said nine pumps have reached the end of their useful life and that the city used an interlocal purchasing cooperative (TIPS) to secure pricing after proposals exceeded budget. The resolution approving the contract passed unanimously; staff said the purchase will be covered by the current fiscal-year budget.
Easement with United Cooperative Services (8.4): The council approved easement and right-of-way agreements for United Cooperative Services Inc. to relocate overhead power lines along Sparks Drive. Staff explained small 10-foot-wide easements are needed to accommodate guy-wire anchors where the roadway alignment prevents placing all supports within the existing right of way. The council approved the easement resolutions unanimously.
Executive session: The council recessed into executive session under Texas Government Code section 551.071 to consult with attorneys regarding pending litigation involving a petition by Johnson County Power LLC filed with the Texas Commission on Environmental Quality and to receive legal advice about comprehensive zoning ordinance updates. Council said it would not take further action unless done on the record after the executive session.
