City staff informed the council July 8 they will submit a petition to create a new community authority (NCA) that would cover the Carriage Trails 2 development and certain city‑owned parcels along Executive Boulevard.
Aaron (staff) said the resolution accepts the forthcoming petition and establishes the multi‑step process required to consider and potentially create the NCA. The petition will be signed by the developer and by the city manager and will be filed with the clerk for council review on Monday. The resolution is the initial procedural step; subsequent public hearings and legal steps would follow if council accepts the petition.
Aaron also updated Council on work to prepare an updated annexation agreement with Bethel Township as part of a conformance of boundaries process. He said staff, with legal assistance, is revising an earlier agreement and expects to present the annexation/conformance petition and the tuned‑up agreement at a future work session.
Council asked clarifying questions about procedures; staff said some earlier discussion with township officials has been constructive and that legal counsel will be involved as the formal petitions and agreements are drafted and filed.
