Commissioners award $3.46 million contract to renovate Bexar County Juvenile Detention Center

The Bexar County Commissioners Court on July 8 awarded a purchase order to Waterman Construction LLC in the total amount of $3,464,569 to renovate the county’s juvenile detention center at 600 Mission Road. Facilities Management described the work as interior and enclosure improvements, with a prioritized scope that includes medical-area upgrades, ceiling reinforcement, showers, windows and an alternate bid to add a “recharge room” in Building C requested by juvenile services.
Facilities Deputy Dan Curry told the court the reinforced ceiling work addresses repeated damage from occupants pulling down suspended ceilings; he characterized the ceiling upgrade as the single most important element to reduce daily maintenance and improve safety. The recommended award combined the base bid ($3,133,943), alternate 3 ($300,626) and a $30,000 owner contingency.
Why it matters: The renovation aims to improve medical and housing conditions, reduce repeated maintenance costs and respond to juvenile services staffing and retention needs via the recharge-room addition. County procurement staff said the solicitation closed in April and four bids were received; Waterman was the lowest responsive bidder.
The court approved the award by voice vote and authorized the facilities department to execute the purchase order and take related budget transfers.
