Council to consider supplemental appropriations including $5M for entertainment district and expanded city hall renovation

City staff told the Huber Heights City Council on July 8 that supplemental appropriations and budget adjustments will be brought to the council for approval, adding several items tied to recently issued note proceeds.

Finance staff said the changes include a $5,000,000 allocation for preconstruction activities related to improvements in the city’s entertainment district (the TED Project Area No. 1), and a $3,000,003.82 appropriation for the renovation and design work on the former City Hall building. Those items were described in the work session as previously unbudgeted needs that can be covered by proceeds from recently sold notes.

The city said the $3,000,003.82 will fund design, engineering and bid preparation; the finance department plans to house the finance office and utility payment services in the renovated facility, which officials said will reduce rent expense for current leased space. Staff said construction is not expected to begin before November and that the award of construction contracts will return to council for formal approval.

Staff also identified a $36,497.05 transfer tied to a law enforcement assistance grant for police training and indicated the supplemental appropriations item on Monday’s regular meeting agenda would be updated to reflect the larger total prior to that meeting. Councilmembers asked for and received assurances staff will reconcile and provide detailed balances and that the ordinance will be revised before the Monday reading.

No final appropriations were approved at the work session; staff recommended waiting for the second reading so additional project details and vendor selection can be finalized.
