Boyle County Fiscal Court on July 8 approved a series of routine and substantive actions including year‑end budget transfers, cash reallocations to county departments, the appointment of a fire board member and several vendor payments and contract awards.
The court approved $56,125.87 in budget transfers to close out the prior fiscal year and then approved cash transfers moving general‑fund dollars to multiple departments: $100,000 to the road department; $200,000 to the jail; $200,000 to EMS; $20,000 to fleet; and a $60,156.85 transfer from the opioid account to EMS to cover a fourth‑quarter salary for an EMS employee. Finance staff reported the current bill packet totaled $1,487,532.99 and with two add‑ons — the city of Danville E‑911 payment for $2,074.38 and an HIA reimbursement for $100 — the grand total for bills was $1,489,707.37. The court approved the bills and authorized payment.
Other formal approvals included the appointment of John Feather to the fire board (term through June 30, 2028) and the award of a painting contract for the Fred Kane buildings to Winter Circle Painting of Lexington for $56,703 following a public bid opening. The court also chose a salt supplier for the upcoming season, instructing public works to continue with the vendor used the prior year (referred to in discussion as Kentuckiana / “Magic Top”).
Planning and zoning also saw change: the court adopted an amendment to the joint zoning ordinance requiring that both the property owner and applicant attend planning‑board public hearings, or provide a limited power of attorney authorizing a representative to appear. In the same discussion magistrates asked staff to draft additional enforcement language (“teeth”) in county ordinances to address noncompliant short‑term rentals such as Airbnbs; the court directed staff to return with suggested language to strengthen enforcement.
Personnel and benefits actions included the adoption of a policy change allowing employees who have been employed at least one year to take an additional 12 weeks of baby‑bonding leave beyond the federal Family and Medical Leave Act entitlement; the court approved the change (it is unpaid leave unless other paid time is elected). The court also reviewed an adoption‑assistance proposal for later consideration and asked staff to return with budget implications.
Information-technology and vendor payments were approved: the court authorized payment for the Microsoft subscription and additional email protection services (payment to be made upon receipt of invoice) and approved CivicPlus forms‑and‑website services (initial term and training payment). The court approved an additional $375 administrative fee to complete part‑3 documentation required to access a $485,392.20 tax‑credit allocation and approved two online permit fee payments totaling $1,020 for fire‑sprinkler plan resubmissions for the Fred Kane buildings.
A resolution dissolving the Birthplace of Kentucky Committee — created in 2020 to advise management of Constitution Square Park — was approved effective July 2025. The court also accepted a reappointment order updating employee grades and approved several other administrative motions. The bench entered executive session under KRS 61.810(1)(f) to discuss personnel matters and returned with no action taken.
The court set several follow‑ups: staff were directed to bring proposed ordinance enforcement language for short‑term rentals; the finance committee will consider a request to change the county administrator grade level and report back; and county staff were asked to send a letter to the Kentucky Department of Education supporting use of an unused building/staging area for a regional project.
Votes were taken by voice unless otherwise noted; the meeting record shows motions carried by majority voice votes on the items listed above.
