Bexar County Commissioners Court on July 8 authorized a set of coordinated legal and real-estate steps to advance the San Pedro Creek multipurpose recreation and civic facility project, which includes a professional minor-league baseball venue and related development.
The court authorized County Judge Peter Sakai to execute a closing escrow agreement and related documents required by the memorandum of understanding among Bexar County, the San Antonio Independent School District (SAISD), Western Urban Management LLC and designated bidders, with execution subject to final review and approval by county attorneys. The court also approved an amended and restated ground lease and construction/development/use agreement for the Quincy Street parking garage and a ground lease and construction/development/use agreement for a new North Main garage. The county and SAISD had previously negotiated terms to replace about two acres of SAISD surface parking with new garage capacity.
The court voted to accept conveyance of the property described as NCB 132, Lot 38 (the Fox Tech High School subdivision) from SAISD for use in the multipurpose project and authorized the county judge to execute required conveyance documents when finalized. Commissioners also adopted a resolution consenting to and approving bylaws for the San Pedro Creek Development Authority, a local-government corporation created jointly by Bexar County and the City of San Antonio, which will have powers to acquire, finance, construct, own, operate and maintain the multipurpose facility.
Why it matters: County staff said the actions are time-sensitive and must be executed before Aug. 1 to align with negotiated development milestones. County counsel told the court the main open items were clarifying which expenditures would be capital costs versus ongoing maintenance under the leases; no substantive commercial changes were reported since prior discussions. The county will receive paid-parking revenue from both garages under the new leases; SAISD will retain a small number of business-hour spaces for staff use while county-paid public parking will be the source of paid revenue to the county.
During debate commissioners noted the deals are complex and multi-party. The court expressed a stated commitment to supporting affordable housing in the Centennial School District as part of broader community commitments that accompanied the MOU. Judge Sakai said he expected additional private investment and future visible development activity along the San Pedro Creek corridor after the stadium project reaches its construction milestones.
Ending: Commissioners approved the escrow authority, leases, land acceptance and authority bylaws by recorded motions and voice votes. County staff and outside counsel were directed to finalize and record the documents and to return to court with any remaining administrative filings.
