Transportation committee keeps 4 p.m. meeting time, plans earlier starts when needed; staff to return with Saturday transit findings and fare review

The Oshkosh Transportation Committee agreed to keep its regular meeting time at 4 p.m. on the second Tuesday of each month but said it will consider moving start times earlier on specific agendas when more meeting time is likely. Committee members discussed options — moving meetings to 3 p.m. on Tuesdays, changing to 4 p.m. on the first Wednesday, or switching to Mondays — but favored keeping the current slot for predictability and media coverage. Staff said they will book rooms differently when council workshops conflict.

Committee members set a one-time change for October: rather than meet on the regular night, the committee tentatively planned to meet Monday, Oct. 13 at 4 p.m. to avoid a council budget workshop. The committee asked staff to check quorum as the date approaches and to postpone if necessary.

Staff presented several topics it will return with at future meetings. For August, staff plans to present further analysis of Saturday transit service after additional follow-up with survey respondents and riders who reported using the service for work. For September, staff said it will bring information on agency fares and paratransit fares, and assess monthly fare caps; staff noted that the $4 daily cap and current agency rates have reduced revenue and warrant peer-comparison review.

Staff also reported on preliminary traffic-count work at Congress and High and said additional traffic data collection is needed. Finally, staff noted a recent county board vote permitting eight ATV/UTV use on county roads and said related discussion may come back to the committee at a future meeting.
