Commissioners and staff discussed persistent problems with the county’s paid-time-off (PTO) policy and payroll/termination reporting and directed further work, including the possible hiring of an external HR consultant.
Tracy and other staff explained how current accrual and payroll rules affect employees who retire near year-end: under existing rules, staff said, accrued PTO cannot be used in retirement if the accrual is recorded after their separation. Commissioners discussed front-loading approvals or changing the accrual schedule so employees would have usable PTO earlier in the year.
Staff and commissioners also described operational issues: late or missing termination reports meant supervisors sometimes did not know an employee had left and could not dock final pay, and a weekly payroll schedule complicates recovering overused PTO. One commissioner said the detention center has especially high turnover and noted they may not learn of separations until the next payroll run.
As a result of the discussion, staff said they will consult with an HR professional the judge and others had identified and bring proposed policy language back to the court for review. No formal policy change was adopted at the meeting; commissioners asked staff to draft recommended policy revisions and options for PTO scheduling and separation handling.
