The Bangor City Finance Committee voted to accept staff’s recommendation to award a contract for pedestrian and bicycle improvements along Fourteenth Street to CNC Lynch Excavation of Holden, Maine.
Staff told the committee the project is a Maine Department of Transportation Locally Administered Project (LAP) funded on an 80/20 basis. The LAP allocation for the project was reported as $462,779. Six bids were received, ranging from $493,975 to $721,280; the low bid was CNC Lynch Excavation’s $493,975.40. The engineering department recommended the award to CNC Lynch Excavation.
The low bid exceeds the LAP funding. A committee member asked about the roughly $31,002 overage; staff said the overage would be covered from the city’s sidewalk construction capital account and offered to follow up with the exact account balance. The committee moved and seconded to accept staff’s recommendation and recorded no further debate before advancing the matter to the full council.
Engineering staff and the finance director did not provide a full breakdown of other potential contingency or change-order allowances at the meeting. Staff said they would follow up on the exact sidewalk capital account balance and any earmarks before the council considers the award.
