Tamarac staff briefed on third amendment to Broward transportation surtax interlocal agreement

TAMARAC, Fla. — City staff reviewed a proposed third amendment to the Broward County transportation surtax interlocal agreement that officials said will give the city more predictable access to both maintenance and capital project funds.
The amendment, presented July 7 by Tammy Sterling, assistant to the city manager, updates the interlocal agreement (ILA) that governs distribution of a 1% county-wide sales surtax approved by voters in 2018. Stafford said the amendment became effective June 30 and is intended to stabilize funding streams for cities that participate in the surtax program.
City staff noted several features of the amendment: participating cities are guaranteed a minimum annual share of surtax revenues; a new formula-based rehabilitation and maintenance (R&M) allocation will be available starting in fiscal year 2026; a grant-match program will cover a portion of local matches for state and federal grants; and planned projects already in local surtax plans will be prioritized for funding between 2026 and 2029. Tammy Sterling told staff that, based on the formula, Tamarac stands to receive about $978,000 in FY 2026.
Sterling said 29 of 31 Broward municipalities participate in the surtax ILA and that the amendment was developed with the Broward County City Managers Association and the county. She also said cities should expect funding notices around July 31 and that the amendment includes mechanisms to allow limited use of surtax funds for items such as benches and certain lighting elements in conjunction with transportation improvements.
City staff emphasized the amendment is intended to make maintenance dollars more accessible and to help municipalities leverage state and federal grants. The item was placed on the upcoming commission meeting agenda for formal approval of the third amendment to the surtax ILA.
The commission will decide whether to approve the amendment at the regular meeting; staff called the presentation informational and recommended placement on the Wednesday commission agenda.
