Gilliam County preapproves emergency capital grant to help Summit Springs Village replace HVAC

Summit Springs Village asked Gilliam County Court July 2 to allow an emergency capital-investment grant application to replace a failing heating and cooling system in its memory-care facility.

Hannah Bass, who identified herself as representing the facility, told the court the unit had never been replaced since construction in 2009 and that temporary cooling measures were in place but not a permanent fix. "Our memory care, heating and cooling system has gone completely out," Bass said. She said a contractor, Jamieson and Marshall, had provided a temporary connection and parts were on order, but the full replacement was an estimated $30,000.

Court members discussed opening the capital-investment grant window early or providing preapproval for this specific emergency. One commissioner proposed preapproval contingent on a formal application and grant-committee review. Bass said she would submit the application as soon as possible.

A motion to preapprove funding for Summit Springs Village's HVAC repair pending grant-committee review was moved, seconded and approved by voice vote; the court recorded "aye" and "motion carries." The approved preapproval was explicitly contingent on the facility submitting the formal application to the grant committee for review and approval before final disbursement.
