Carmel-by-the-Sea narrows scope for Public Works and police building; council to review RFP in August

An ad hoc group for the Village of Carmel-by-the-Sea has reworked the design "recipe" for a combined Public Works and police building and plans to seek new architectural proposals to get cost estimates, officials said in a recorded forum.
"We spent a lot of hours going through square footage literally line by line. How big does a closet need to be?" said one village official, describing the group led by the mayor and Council Member Baron and supported by staff including the chief, Commander Treuer, Public Works Director Ken Wysocki and Mary Bilsey. Officials said the council was supportive of the narrowed scope.
The next step, officials said, is to prepare a request for proposals asking an architect to produce cost estimates and options. "We're gonna spend the next month working on that with the group... and then we'll come back in August to council to get the green light to release that RFP," one speaker said. Officials said the cost estimates will drive decisions about whether the project will be a rebuild, a remodel, or a different approach to procurement and financing.
Speakers emphasized that the earlier architect’s assignment differed from the current, more narrowly focused scope and that professional expertise is needed to finalize hallway widths, room sizes and other technical details before assigning firm cost figures.
No contract awards, financing decisions or final design approvals were announced in the recording. Officials said the RFP drafting work and a return to council for permission to release the RFP are the near-term steps.
