Davis County adjusts indigent defense contracts after calendar changes and ratifies $327,320 IDC grant

On July 1 the county approved amendments to existing contracts for indigent defense and ratified a grant from the state Indigent Defense Commission (IDC). Human-resources and legal-defender staff presented the items.
Amendments to two contracts were described as proration and reductions tied to a change in the court calendar. The adjustment reduced the 2025 payable to attorney Rebecca Voimas to $62,800 (a prorated amount for 2025) with an estimated annual amount of $51,003.48 going forward. A similar adjustment to the contract with Andrew Hayward sets the 2025 payable at $61,403.75 and a projected 2026 annual amount of $50,001.81.
The county approved specialty counsel agreements (reimbursable through the IDC) that are backdated to June 1, 2025, to add attorneys for complex cases. The commission also ratified an IDC receivable grant of $327,320 for the period July 1, 2025 through June 30, 2026. County staff said the grant breaks down to $144,920 for personnel and salaries (including positions for data gathering and juvenile social work) and $182,400 for contracted legal services.
A motion to approve items 19 through 23 was made, seconded and approved by voice vote.
