Commission approves feasibility study for criminal justice complex and multimillion-dollar law-enforcement interlocal agreements

The board approved a professional services contract with EDA Architects for a feasibility study of the criminal justice complex with a not-to-exceed amount of $138,050 and a completion deadline of Jan. 30, 2026. The study will guide future decisions about placement and use of county land for courthouses, attorney's offices, juvenile court, precinct facilities, the sheriff's office and jail.
The commission ratified agreements tied to the county shooting range (no financial consideration noted for the ratifications) and approved an annual use agreement with the Wasatch Defensive Shooters Association for $5,400 for range access. The board also approved an interlocal agreement with Fruit Heights City for law-enforcement services valued at $710,772 for the period July 1, 2025 through June 30, 2027, and an amended interlocal agreement with West Point City for $1,510,390.46 for the same period.
Other sheriff's-office items approved included NCIC-related agreements, a donation of clothing and books for inmates, Weber Basin water-conservancy agreements for emergency operations and training agreements for corrections officers that include repayment provisions if a trainee leaves employment before two years.
