Council debates process for evaluating city appointees; committee to meet and return recommendation

"What I would like to do is, make a motion... we get 3 council members of committee to work on an ordinance that will establish a procedure to be followed in our process evaluating our appointees," Mayor Pro Tem Dusett said during the July 1 meeting.
Council discussion centered on two competing views: several council members, including Council member Doucette and Council member Lewis, argued that council members themselves can perform evaluations and that hiring a paid third party to compile results would be an unnecessary expense; others, including Council member Phil and Council member Frank, supported the use of an independent third party to preserve confidentiality and avoid the appearance of impropriety.
Council member Phil said the city already has an ordinance and a resolution that call for an independent third party to complete evaluations and recommended following the ordinance and hiring the third party to ensure confidentiality.
Council members confirmed that a three-member committee already had been appointed previously to begin meeting with appointees. Several members urged that committee to convene and bring a specific, implementable recommendation back to the full council. Mayor Moses said she would review the existing ordinance and meet with the committee before the council considers any changes.
