Cody council approves $107,500 task order with Ardora for PRV replacement design

The City of Cody council approved Task Order No. 2 with consultant Ardora, authorizing survey work and final design for the city's pressure-reducing valve (PRV) replacement and upgrade project in a not-to-exceed amount of $107,500.
Staff member Philip Bowman said the city entered a loan agreement with the state revolving fund that provides $2,000,000 for design and construction of the PRV project, and that up to $500,000 of that loan is eligible for principal forgiveness (25%). Bowman said the plan is for the eventual repayment amount to be approximately $1,500,000 after forgiveness is applied.
Bowman said Task Order No. 1 completed hydraulic modeling and preliminary site designs for six locations; staff reduced the scope to five sites to align with available funding. Task Order No. 2 will provide detailed surveys, right-of-way research and final construction plans and bidding documents. Council packet materials set a target to advertise for construction bids in December 2025 or January 2026, with construction anticipated in the 2026 season and project closeout expected later in 2026.
A motion to approve Task Order No. 2 was moved by Council Member Lang, seconded by Council Member Tamplin, and carried by voice vote.
