The Hendersonville Planning Commission approved an amendment to the Mansker Creek final development plan to modernize a long-vacant planned-development tract and prepare it for phased commercial parcels.
Planning Director Keith (staff) presented the plan as a cleanup and modernization of an older 1990s-style retail layout. The property—formerly called Mansker Creek Village/Centerpoint Joint Venture—includes the Tractor Supply site and remaining tracts B, C and D that have not yet been developed. The amended plan reduces overall building area for the undeveloped portion (the proposal lists about 109,731 square feet versus a previously approved 168,200), relocates buildings out of the floodplain toward Main Street, and limits total building footprints compared with prior approvals.
Staff and the applicant told commissioners the owners do not have a single end-user in hand; the amendment is intended to make the property marketable and flexible so individual parcels can be sold and developed later. The owners and staff agreed to landscaping and design commitments described by staff: mirrored stone columns and fencing to match a nearby dealership, enhanced decorative lighting or upgraded fixtures, and a promise that final site plans will exceed the city's design standards. Staff also noted an expectation for a Green Belt right-of-way along Mansker Creek that would connect to adjacent neighborhoods.
Commissioners asked for clarification about the change in proposed building square footage and about how amenities and utilities would be located on visible frontages at the city's gateway. Staff confirmed that design commitments run with the land and would be enforced at the site-plan stage and that the amended plan is intended to avoid future, ad-hoc departures from the agreed design standard. The motion to approve included all staff comments and passed 7-0.
The approval does not grant specific site-plan permits for any one building; each parcel's site plan will return to staff or the planning commission as required and will be reviewed against the amended final development plan and the city's design standards.
