Bend MPO TAC recommends policy board approve revised bylaws; approves prior meeting summary

The Bend MPO Technical Advisory Committee voted to recommend that the policy board approve revisions to the TAC bylaws and approved a meeting summary from June 3, 2025.

At the meeting, TAC staff described a set of proposed changes to align TAC language with recent policy-board bylaw revisions and state public-meeting requirements. Proposed amendments would rename "citizen members" to "community members," change Central Oregon Community College (COCC) from a voting to a nonvoting TAC member because COCC staff have not been able to participate consistently, allow two consecutive terms for community members without reapplying, and move final approval of TAC bylaw amendments to the policy board. Staff also proposed removing a direct reference to Robert27s Rules of Order and instead stating that meetings meet Oregon public-meeting law requirements.

Tyler Deakey, chairing the meeting, summarized the package and cited the policy boardwhich recently adopted its own bylaw revisionsas the reason for parallel TAC updates. "We...have changed that to community members, to be more inclusive," he said while describing edits to membership language. Staff explained the practical rationale for changing COCC to nonvoting status: COCC staff have not been able to attend at the level needed to participate meaningfully in TAC decisions.

A motion to recommend the policy board approve the revised TAC bylaws was moved and seconded; the committee voted in favor. The motion was made by Tarrick Rawlings and seconded by James Durofi. The meeting record shows the committee chair called the question and members responded in the affirmative.

Earlier in the meeting, the committee also voted to approve the June 3, 2025 TAC meeting summary. The approval motion was moved by Tarrick Rawlings and seconded by Susanna Julber; the chair called for the vote and the committee approved the draft summary.

Staff said the policy board will have final authority to approve any TAC bylaw amendments and noted the policy board made several significant bylaw changes at its June meeting, including adding Cascades East Transit (CET) as a voting member and changing the board27s voting structure so each member at the table has an individual vote. TAC members discussed aligning TAC membership and budget-committee representation with the policy board's decisions.

The committee recorded the recommendation for the policy board and adjourned; staff said the policy board may consider the TAC-recommended changes at its next meeting.
